Charles H. Palmer, III, Member Charlie was born in Baltimore, Maryland on August 16, 1949, and was admitted to the Maryland Bar in 1975. After graduating with honors from Gilman School, Charlie attended Oberlin College where he received a B. A. in a combined major of history and government in 1971. Charlie graduated cum laude from the University of Maryland School of Law in 1975 and was admitted to the Order of the Coif upon his graduation from that school. He is a member of the Bar Association of Baltimore City, the Maryland State Bar Association, the Estates and Trusts Section of the Maryland State Bar Association and the American Bar Association. Charlie has specialized in the area of Estate Planning and Estate and Trust Administration since he graduated from Law School in 1975. His clients include professionals and their practices, owners of small businesses and other individuals and families. For clients of more substantial wealth, Charlie has put in place transfer tax saving devices, including Grats, Dynasty Trusts, Crummey Trusts, Charitable Remainder and Lead Trusts and Charitable Foundations. He has also assisted clients in the selection and oversight of investment counsel and frequently serves as a fiduciary for his clients. He has also counseled clients of special needs, including disabled clients. In his practice Charlie works closely with area banks and other trust companies, investment counselors, insurance agents, brokers, and accountants. Long active in the Estates and Trusts Section of the Maryland State Bar Association, Charlie sat on the Maryland Probate Rules Subcommittee which was charged with drafting new rules to govern the operation of the Orphan's Courts in Maryland and later sat on the Maryland Fiduciary Rules Subcommittee which was charged with revising and updating the rules governing fiduciary cases commenced in Maryland's Circuit Courts, including guardianships and trust cases. Charlie continues to be involved in many charitable and civic organizations. An Episcopalian by birth, he has been active in the Episcopal Diocese of Maryland where, among other things, he sat on the Board of Uplands Home for Church Women (now affiliated with Fairhaven). For five years he was Treasurer of his church, a large metropolitan parish, where his duties include oversight of three substantial professionally managed endowment funds. He continues to sit on his church's finance committee. Charlie has also been active in the neighborhood in which he lives, having served on the Boards of both the Roland Park Roads and Maintenance Corporation, charged with enforcing restrictive covenants, and the Roland Park Civic League, charged with zoning enforcement and preservation of Roland part as a planned residential community. He now serves on the Board of the Roland Park Foundation.
